Electoral Roll Revision Notice

The below notice reproduces what is on the notice-board – if you would like to join the Electoral Roll, please contact Rev’d Hale and you will be sent a form to complete and return.

St.Mary’s Church Electoral Roll in preparation for the parish church Annual Meeting to be held on 29th October 2020

The St.Mary’s Church Electoral Roll is checked each year in preparation for the Annual Meeting.  This year’s revision takes place from Monday 21st September to Sunday 4th October inclusive.   

Please check your details on the current Electoral Roll which is pinned to this noticeboard.  If any amendments need to be made please contact the Rector on 01625 585440 or email alderleyandbirtles@gmail.com by 4th October at the latest. 

If you would like your name to be added to the Electoral Roll, please obtain an Electoral Roll Application Form from the Rector and return it to him before 4th October.

On Sunday 11th October the revised Electoral Roll will be pinned to this noticeboard.

The Annual Meeting of St.Mary’s Church will be held on Thursday 29th October at 7.30pm online by Zoom.

The Annual Meeting will be asked to elect:

  1. Two Churchwardens, to be members of the Parochial Church Council, each to serve for the period until the 2021 Annual Meeting,
  2. A third Churchwarden may be elected, to be a member of the Parochial Church Council, also to serve for the period until the 2021 Annual Meeting.
  3. Up to four Deanery Synod Representatives, also to be members of the Parochial Church Council.
  4. Elected Representatives of the Laity on the Parochial Church Council: the actual number to be elected depends on how many existing Elected Representatives of the Laity stand for re-election as Elected Representatives of the Laity.

Church Officers are appointed at the PCC meeting which follows the Annual Meeting which will be held on Thursday 19th November at 7.30pm

The Standing Committee

The Church Representation Rules 2020 state that with an Electoral Roll of more than 50 people, the Standing Committee of the PCC is to consist of:

(a) the minister;

(b) the two Churchwardens, and if there are more than two Churchwardens the PCC must resolve which two are members of the Standing Committee;

(c) at least two other members of the PCC as resolved by the PCC so that these ‘other members of the PCC’ are of the same number as the number of Churchwardens as are members of the Standing Committee by paragraph (b).

In recent years the Standing Committee of St.Mary’s Church has comprised: (i) The minister; (ii) The three Churchwardens; (iii) The Honorary Treasurer.

The Honorary Treasurer, Honorary PCC Secretary and Lay Chair of the PCC will also be appointed by the PCC at its 19th November meeting.

Qualifications of persons to be elected, and how to be nominated

To be elected as a Churchwarden:

  1. You must be on the Electoral Roll;
  2. You must be an actual Communicant;
  3. You must be 21 years or older;
  4. You must consent to serve.
  5. You may be a Churchwarden of only one parish church
  6. You must not be disqualified as described below.

To be elected as a Deanery Synod Representative or Elected Representative of the Laity:

  1. You must be 16 years or older;
  2. You must be an actual Communicant
  3. You must have been on the Electoral Roll for at least 6 months
  4. You may be on the Electoral Roll of more than one parish church but you may only represent one as a DSR.
  5. You must consent to serve.
  6. You must not be disqualified as described below.

A person is disqualified from being a Churchwarden or a member of a PCC on the following grounds:

  1. Disqualified from being a charity trustee under Section 178(1) of the Charities Act 2011 if:
  2. Convicted of any offence involving dishonesty or deception;
  3. Bankrupt and has not been discharged;
  4. Made a composition or arrangement with his creditors and has not been discharged;
  5. Has been removed from the office of a charity trustee by an order made by the Charity Commissioners or the High Court on the grounds of any misconduct or mismanagement in the administration of the charity;
  6. Has been disqualified from acting as a director.
  7. Convicted of any offence mentioned in Schedule 1 to the Children and Young Persons Act 1933.
  8. Is included in a barred list (within the meaning of the Safeguarding Vulnerable Groups Act 2006).
  9. Disqualified from being a churchwarden under section 10(6) of the Incumbents (Vacation of Benefices) Measure 1977.  Where there has been pastoral breakdown in a parish, the Bishop can institute an enquiry under this Measure.  If the responsibility for the breakdown is that of a lay person, the Bishop can disqualify him/her from being a churchwarden in the future.

Nomination Forms for all posts contain a declaration for newly elected trustees which must also be made explicitly in a second Declaration Form.  These declarations concern:

  • confirmation of trustee eligibility (i.e. non-disqualification under charity law) for all trustees to sign; and
  • a Fit and Proper Person declaration.

Completed Nomination Forms and Declaration Forms must be received by the Rector before the Annual Meeting.   Completed declaration forms are held at The Rectory. 

The requirement for Safeguarding training 

All PCC members are required to have the Basic Level of Safeguarding training which is known as Level C0.  Churchwardens should have training at Levels C0, C1 & C2.  This training is done online here: https://safeguardingtraining.cofeportal.org/   A record is kept at the Rectory of all at St.Mary’s Church who have completed Safeguarding training at the various levels.
